Section Of Higher Education

The main functions of Section-1 are as follows :

• Establishment of universities, administrative services, conducting examinations, and admissions.
• Legislative work related to university acts, statutes, ordinances, and all associated matters.
• Work related to the State Higher Education Council and the General Council.
• Establishment of University Inspection Commissions and implementation of their recommendations.
• Cases related to audit objections concerning relevant subjects.
• Announcements by the Honorable Chief Minister on relevant subjects.
• All matters related to Parliament/Legislative Assembly concerning relevant subjects.
• Establishment work related to officers/employees of the Central Services.
• All matters concerning colleges affiliated with Sampurnanand Sanskrit University. The budget and establishment work are handled by the Sanskrit Education Section.

• The following matters related to non-government colleges affiliated with Meerut University, Rohilkhand University Bareilly, Dr. Bhim Rao Ambedkar University Agra, and Bundelkhand University Jhansi are:
• Establishment and upgradation of new non-government colleges.
• Cases related to affiliation of non-government colleges.
• Temporary/permanent affiliation for additional new subjects and faculties in existing undergraduate/postgraduate colleges.
• Payment of salaries resulting from salary proposals.
• Cases of irregularities in the concerned colleges and appointment of authorized controllers.
• Appointment/service-related matters of teachers/non-teaching staff.
• Provincialization of non-government colleges.
• Establishment of autonomous colleges.
• Cases related to disputes involving non-government colleges.
• Cases regarding retirement benefits of teaching and non-teaching staff.
• Regularization of temporary lecturers.

• Establishment of institutions running management courses under the All India Council for Technical Education (AICTE).
• Revision of pay scales of teachers/non-teaching staff of non-government colleges and cases related to UGC pay scales.
