The Directorate of Higher Education, Uttar Pradesh, Prayagraj monitors and implements maintaining standard levels of education in all aided non-governmental and governmental colleges in the state, salary distribution, establishment of posts, pension and pension-related benefits, and the implementation of welfare schemes related to students, teachers, and staff.

In order to ensure prompt and timely resolution of expected and presented tasks from the Directorate, bring transparency and efficiency to departmental work, and make the department accountable and in accordance with public expectations, the Citizen’s Charter of the Higher Education Department is respectfully presented.

Establishment of Colleges

Establishment of a new college/institution and opening of graduate/post-graduate subject/course in the existing college/institution.

  • Any institution or trust registered under the Societies Registration Act, 1860, whose registered bylaws include provisions for the promotion/improvement of education, can apply for the establishment of a college through the concerned territorial jurisdiction university (as per Government Order dated 27th September, 2002, Annexure-1).
  • In the prescribed format, if the establishment of a new college or the introduction of a new course in an existing college is found justified, the university will send its recommendation to the government based on the proposal of the applicant institution.
  • In case of obtaining No Objection from the government, before pledging the prescribed security amount in the name of the University Registrar, the applicant institution shall ensure that the land as per the proposed standards (Clause-4 of the Government Order) is recorded in the revenue records, and sufficient funds are available in the bank account for the purchase of additional teaching rooms, books, laboratory equipment, machines, furniture, and other educational facilities as per the standards (Clauses 5, 6, and 7 of the Government Order).
  • After depositing the prescribed security as specified in Clause-3 of the Government Order, before recommending affiliation of the proposed new college / the proposed new course in the existing college to the university, a designated inspection committee will be constituted for on-site inspection (as per Clause-1 of the Government Order).
  • Thereafter, upon satisfaction of the relevant conditions mentioned in Clauses 2, 8, or 9 of the Government Order, the university will forward the inspection report along with its recommendation regarding the grant of affiliation to the concerned college, to the Chancellor and the Government.
  • If the proposal sent by the university is found appropriate by the government, the government will forward the recommendation for granting temporary/permanent affiliation in the proposed courses to the Honorable Chancellor. Only after the Honorable Chancellor grants temporary/permanent affiliation, the colleges will be allowed to conduct admissions, teaching, examinations, and extracurricular activities in accordance with the process and rules prescribed by the university.

Self-financed colleges in underserved areas.

  • There should be no college within a radius of 16 km, or the development block should be underserved.
  • The society must be registered and renewed under which the college is proposed.
  • The financial status/income of the management system should be more than Rs. 5 lakh per year.
  • For a women’s college, 10,000 square meters of land, and for a co-educational college, 20,000 square meters of land, should be recorded in the revenue records in the name of the college.
  • In urban areas, priority will be given to women’s colleges where a women’s college is not already operating.
  • Under this scheme, self-financed management courses are not covered.
  • The security amount shall be mortgaged in the name of the concerned university. Upon fulfillment of these conditions, the government will consider granting Rs. 30 lakh (in three equal installments) for one faculty and Rs. 50 lakh for two faculties.
  • These colleges will never be included in the grant list by the government in the future.

Under this scheme, merit cum poor scholarship is payable till the first graduation course. Parent's annual income should be up to Rs 25,000

Under this scheme, admission to postgraduate courses is allowed on a fixed quota on the basis of faculty-wise graduate merit list from the state universities of the state. Rs 120 per month for day scholar and Rs 300 per month for hosteler, there is no restriction on parental income.

Under this scheme, scholarship/amount sanctioned in government colleges, an amount of Rs 1,000 and Rs 2,000 is given to the students who get the highest marks, faculty wise, in the first year of graduation/first year of post-graduation, there is no restriction on the income of the parents.

Institutional student should have 40 percent disability and parent's income should not exceed Rs. 24,000 per year.

Institutional students of graduate and post-graduate level whose parents' income is Rs. 33,400, full scholarship and half scholarship if the annual income is Rs. 33,401 to Rs. 44,500.

8. Financial assistance from Student Welfare Fund

In case of poor and meritorious students having 55 percent marks in the intermediate examination, an amount of Rs. 2,400 is allowed in the undergraduate class and Rs. 3,000 in the post-graduate class, against the amount available in the fund. The restriction is that the income of the guardian should be maximum Rs 75,000.
There is no restriction on the maximum income limit of the parents for a student who has secured more than 75 percent marks in the graduation examination.
As per the current situation, there is a provision of Rs. 6,000, Rs. 8,000 and Rs. 10,000 for research.
There is separate provision for national and international players.

Uttar Pradesh State Council of Higher Education:
In accordance with the recommendations of the National Education Policy and the University Grants Commission (UGC), the Uttar Pradesh State Higher Education Council was established under the Uttar Pradesh Higher Education Act, 1995 to upgrade higher education at the state level, ensure coordination, and align higher education programs with the UGC.The Council’s primary functions include coordinating and setting standards in universities and colleges as per the guiding principles issued from time to time by the UGC.These functions also cover planning and coordination as provided under Section 11(2) of the Act, as well as educational, advisory, and financial activities.

National Service Scheme:
The National Service Scheme (NSS) was established on 24 September 1969 in 27 universities across India with 4,000 volunteers to promote personality development among students through community service.At present, 13.75 lakh (1.375 million) students out of 93 lakh (9.3 million) enrolled in 184 universities across the country are registered under the NSS.In Uttar Pradesh, the NSS was launched in 1969–70 in 4 universities with 2,500 volunteers. By 2003–04, a total of 1,34,500 students were participating in the scheme across 16 universities (12 state, 2 central, 1 agricultural, and 1 deemed university), 13 polytechnics, and 285 intermediate schools.The NSS primarily conducts programs focused on environmental protection, health improvement, disaster management, and national unity.
