Responsibilities and Duties :

  • Responsibility for the management, control and development work of the regional higher education officer offices and all the government colleges of the state.
  • Salary distribution in all aided non-government colleges of the state through government system and other administrative work related to them and salary determination in the pay scales revised from time to time.
  • To receive information about current vacancies of teachers and possible vacancies during the coming academic year from colleges and send the subject-wise consolidated list of informed vacancies to Uttar Pradesh Higher Education Service Commission for advertisement and selection.
  • To arrange seats for the candidates selected and recommended by the Uttar Pradesh Higher Education Service Commission from the specified list of vacancies and send the names of the candidates to the management for appointment.
  • Approval of advance from provident fund.
  • Approval of funds for pension and provident fund on retirement.
  • Disposal of court cases related to higher education.
  • Discharge the responsibility of implementing the rules, statutes and acts and development plans of higher education in coordination with the universities.
  • Internal review of records of government and non-government colleges by the audit unit of the headquarters.
  • Redressal of managerial and financial irregularities prevalent in colleges.
  • Proceedings related to appointment of authorized controller/administrator in the college.

Work related to non-government colleges:-

  • Allocation of grant for payment of salaries of teachers and non-teaching staff.
  • Action related to creation of new academic and non-teaching posts, continuation of vacant posts, permanentization of posts and regulation of ad-hoc teachers.
  • Salary determination of teachers and non-teaching staff, approval of selection pay scale and resolution of salary related disputes.
  • Sanction of pension of all employees, sanction of advance from General Provident Fund and final payment of provident fund amount on retirement.
  • Proposals for opening of new colleges and opening of new faculties/subjects in already running colleges.
  • To send recommendations to the government for giving matching share against the grants approved by UGC for the development of colleges and other grants for development and to ensure the status of consumption by releasing the approved grants..
  • Conducting audit of colleges and resolving audit objections, investigating irregularities, investigating complaints received by the government from various sources and taking action accordingly.
  • Proceedings related to appointment of authorized controller/administrator in the college.
  • To obtain information from colleges about current vacancies of college teachers and possible vacancies during the coming academic year.
  • To send the subject wise consolidated list of notified vacancies (requisition) to Uttar Pradesh Higher Education Service Commission for advertisement and selection.
  • Making seating arrangements for the candidates selected and recommended by the Uttar Pradesh Higher Education Service Commission from the specified list of vacancies and sending the names of the candidates to the management for appointment.
  • Providing grants-in-aid to various institutions.
  • Providing approval to non-teaching staff.

Work related to government colleges:-

  • Preparation of annual budget of government colleges, matters of posting/transfer and promotion of teachers.
  • Investigation of complaints and disciplinary/administrative action against teachers and principals of government colleges.
  • Creation of new posts and opening of new government colleges.
  • Approval of various types of leaves to teachers/employees.
  • Approval of pension, provident fund and various types of advances of teachers/employees.
  • Approval of non-recurring/recurring grants for the development of colleges.
  • In the event of a revision of pay scales for teachers and non-teaching staff of the state’s government and non-government colleges, the task of determining the salaries of teachers, bursars, office superintendents, librarians, assistant librarians, and coordinators is carried out by the Directorate of Higher Education.
  • Advocacy of ongoing cases in courts related to non-government/government colleges.
  • Sanction of various types of scholarships to students, renewal of scholarship, recovery of loan scholarship.
  • Collecting all types of data related to higher education and making plans for development.
  • Preparing the annual budget of higher education.
  • Pension work related to universities.
  • Operation of Rovers/Rangers programs in colleges.
  • The training work of teachers/principals/employees of government colleges is also done by the Directorate.
  • Necessary action is taken in providing advice to the government regarding problems related to universities and colleges and related questions raised in the legislature etc.
  • Work of establishment of government/self-financed colleges in unserved areas.
  • Work of upgradation and strengthening of colleges.
